Just curious if any high schools are requiring returning players to participate in a summer throwing program?

Isn't that called Travel Ball?

But seriously, I'm pretty sure it's in the GHSA rule book somewhere that high school programs aren't allowed to require anything, when not in season.

Well HS my son went too head coach was always sending out emails saying something was mandatory. Morning workouts, dues etc.
I emailed the AD didnt care one bit, I said he is breaking the rules, guy always made up his own rules anyway. Finally caught up with him.

There are always two sets of guidelines used:

"Required"/"Mandatory": If you're a starter/stud, this is actually optional-- don't worry, we don't care if you miss.

"Required"/"Mandatory": If you're NOT a starter/stud, this is actually REQUIRED-- be here to jeopardize your spot on the team next spring.
