We recently had the following scenario. The pitcher toed the rubber with no one on base. He moved forward to throw the pitch and dropped the ball as his arm came forward. The umpire called no pitch. Several "helpers" said it's a ball. The umpire thought that they were saying it's a balk. The Umpire said you cannot balk with no one on base. I have read in other posts that MLB, High School, and Tournament rules sometimes differ, but I have seen this called a ball in the MLB. Would love to hear any explanation. Thanks.
