USSSA Rule 7.08.E.12 states: "The pitcher, while giving an intentional base on balls, pitches when the catcher is not in the catcher's box;"
The way I read this is that the pitcher must make four pitches to the catcher and then the runner can be issued first base....this weekend we had a situation where a team wanted to put a runner on 1st without making the four throws home.....the winning run was on third so naturally I wanted the pitcher to make the four throws successfully to the catcher....the umpires met and called Bubba and he said they did not have to make the four throws home....
How can this rule be understood any other way?
FYI: This was a 9U Major game. |

The rule your stating is a subsection of a rule pertaining to balks (7.08e)This just explains it is a balk when the pitcher throws when the catcher is out of the catchers box.
7.06.k1 States a batter becomes a runner by announcement by either the pitcher or the catcher in all age divisions, OR 4 pitched balls. |

I have a lot of experience with this :-) My son got walked a lot last year. USSSA states that the coach can just let the unpire know he wants to walk the batter. The pitcher does not need to throw the four pitches.
I don't have the rule in front of me. But I researched it last year. It drives my wife crazy, but that's the rule..

7.08.E.12 is defining an illegal pitch. Make sure you read the top where it begins...."The pitcher makes an illegal pitch when...."The pitcher, while giving an intentional base on balls, pitches when the catcher is not in the catcher's box".
The rule you are looking for is Rule 7.06.K.1:
The batter becomes a runner and is entitled to first (1st) base without liability to be put out (provided he
advances to and touches first base) when:
Four (4) “balls” have been called by the umpire or, in all age divisions an Intentional Walk is
issued by announcement from either the pitcher or catcher.

I don't believe my son played in any games where the 4 pitches were required.
What do they do in high school in Georgia? Below is all I could find.
"The National Federation of State High School Associations (NFHS) baseball rules are designed to promote safety and instruction for student-athletes at the high school level. These rules are used around the country, but not all leagues employ them.
Intentional Walk
If any coach or player wants to intentionally walk a batter, they can inform the umpire and the hitter must take his base. No pitches are required."

| AllStar, Georgia uses NFHS baseball runs for intentional walks. The coach informs the umpire and the hitter takes first base. I seen this serveral times over the past 3 years. |

| I've never read the high school rules for GA, but we had a game this weekend where after a 3-1 count, our coach told the umpire to put the batter on 1st base. He did, so I'm assuming you don't have to throw the 4 pitches in GHSA either. |

| This is one of those rules I wish they would change. At least put it into th hands of the coaches who is at bat. As in the op comments the winning run was at third and a pass ball may have scored the run. Let the coach who is hitting decide if he wants a free pass or the 4 pitches thrown. Also it teaches catchers about catchers balk. |
