can anyone explain first year draft? i saw a kid get drafted who was drafted in 2007 but went to school. I thought first year draft was for kids who were eligible for the first time?

You can be drafted and not accept the offer and continue school. You are locked for 2 years by the team that picked you, so if you change your mind the next year, they still have you and you have to negotiate with them. That rule was put in place to keep players from skipping the draft because they did not want to play for the team that picked them. The 3rd year you become available again to be drafted. "First Time" means ones that have not ever signed with a Pro team to play ball.

Bryce went to a JR. College, not a 4 year institution. Any high schooler, or Juco player can be drafted regardless of there grade level. If you attend a 4 year school, we cannot be drafted until after yor Junior season.

first time does not mean anyone who didnt sign. if you sign you cant be drafted again

Actually, it's after turning 21 or completing your Junior Season. Palazzone from UGA (by way of Lassiter) just completed his Sophomore year, but turned 21 in May and was drafted in the 32nd round by Cleveland.

does any of this explain first year draft? i dont get it either as some of the ones drafted had been drafted before so it couldnt be first year for them

I believe the semantics of "first year draft" are used for players who have never played for pay, as opposed to the "Rule 5 draft" which take minor league players "who are not on their major league organization's 40-man roster and:
- were signed at age 19 or older and have been in the organization for four years; or
- were signed at age 18 or younger and have been in the organization for five years." and put them on the 40 man roster (Draft is in December.)

First year draft is also known as the Rule 4 Draft and it's rule are:
Have never signed a major or minor league contract.
High school players are eligible only after graduation, and if they have not attended college.
Players at four-year colleges are eligible after completing their junior years, or after their 21st birthdays. The exception to this is Division III schools, where players can be drafted before their junior year.
Junior and community college players are eligible to be drafted at any time."

Until 2007 drafted players were the property of the drafted club for the next 51 weeks, unless they started College Classes full time. The rule was changed to August 15 because some kids were not attending the start of classes to negotiate, or to use college as leverage, or has Scott Boras as an agent (See J.D. Drew).
