Without looking, if I had to guess these look like you pulled the USTBA rankings... These are based on points earned from USTBA tournaments played. You can tell by the records and the way they give out points in all the different divisions of a tournament, it really does not tell the true story of which teams are the strongest. Does it make sense to give the American division and the National division the same amount of points? http://www.georgiaustba.com/Hardball%20Points.html So if you have a sixteen team tournament you are giving out the same points for places 1st and 9th, 2nd and 10th, 3rd and 11th, 4th and 12th. Say you have a large tournament and 24 teams are divided into three divisions (Ultimate, American, National) after pool play. The winner of the top 8 teams gets 50 points more than the winner of the 9th through 16th pool seeded division AND the winner of the 17th through the 24th seeded division. Does this make sense?
USSSA does not have the divisions and if the teams play in the same amount of tournaments (which rarely happens) the front runners will move to the top.
USSSA does at least have power rankings which does take into account your strength of schedule. It is not perfect, but I like it a lot better than points or subjectivity.
