NCAA DIVISION I
QUESTION: May an institution's coach video call a prospective student-athlete to conduct a tour of the institution's athletics and on-campus facilities?

ANSWER: Yes. A coach may video call a prospective student-athlete to conduct a campus tour. A video call (e.g. Zoom, Skype, FaceTime) is considered a phone call. However, telephone recruiting restrictions (e.g. first opportunity to contact) continue to apply to prospective student-athletes and coaching staff members.

Today's Q&A: Pertaining to COVID-19

NCAA DIVISION II
QUESTION: Is it permissible for coaches to recruit off-campus during the dead period through May 31?
ANSWER: No in-person visits are permitted, on or off campus, during a dead period. During a dead period, institutional staff members are still permitted to call and communicate electronically.


NCAA DIVISION III
QUESTION: May a coach or an athletics department conduct a virtual recruiting event (e.g., junior day) or visit involving one or multiple prospective student-athletes and those accompanying the prospective student-athlete(s)?
ANSWER: Yes. The Division III Management Council Subcommittee for Legislative Relief issued a blanket waiver (April 2, 2020) that would allow a coach or athletics department to conduct a recruiting event or visit virtually, provided the event itself would be permissible if done in person.

QUESTION: May an institution's coach engage in a video call with multiple coaches of prospective student-athletes (e.g., high school coaches, club coaches)?

ANSWER: Yes. A coach may conduct a video call with multiple high school or club coaches, provided the institution does not incur any fee on behalf of any of the participants.

NCAA DIVISION II
QUESTION: Is it permissible for an institution to offer an athletics aid agreement and National Letter of Intent during the dead period through May 31?
ANSWER: Yes, beginning April 15, 2020. A resolution was adopted to specify that institutional athletics aid agreements can be issued beginning April 15, 2020.


NCAA DIVISION III
QUESTION: Is it permissible for prospective student-athletes to participate in a virtual tour/event of a member institution's campus sponsored/organized by the institution's admission department (or another department outside of athletics)?
ANSWER: Yes. It would be permissible for prospective student-athletes to take part in a general admission's virtual campus visit/events (e.g., Zoom, Skype, Twitter) that is available to the general prospective students.

NCAA DIVISION II
QUESTION: Is it permissible for a prospective student-athlete to take a previously scheduled official or unofficial visit during the dead period through May 31?
ANSWER: No. The Administrative Committee issued a blanket waiver on March 13, 2020, to permit institutions to reimburse prospective studentathletes with any costs associated with canceled official or unofficial visits. Such reimbursement would not trigger use of a prospective student-athlete’s one permissible official visit.

NCAA DIVISION III
QUESTION: Is it permissible for a virtual tour/event conducted/arranged by admissions to include an institutional coaching staff member or time with the institution's athletics department?
ANSWER: It is permissible for a virtual tour/event conducted by admissions to include an institutional coaching staff member provided the programing is being provided by the institution's admission department and is available to prospective students generally.

QUESTION: During the temporary COVID-19 recruiting dead period when campus visits are not permitted, may an institutional staff member direct a student-athlete to make phone calls to an uncommitted prospective student-athlete for purposes of discussing the campus experience?
ANSWER: No. An institutional staff member may not direct a student-athlete to make phone calls to an uncommitted prospective student-athlete at any time.

NCAA DIVISION I
QUESTION: May an institutional staff member direct a student-athlete to make phone calls to a committed (e.g., one who has signed a National Letter of Intent, received a written offer of admission or made a financial deposit) prospective student-athlete?
ANSWER: Yes. A student-athlete may make phone calls to a prospective student-athlete who has committed to the institution. Please note: This activity is a required athletically related activity and may not occur on a required day off.

NCAA DIVISION II

Question: Is it permissible for a coaching staff member to direct a current studentathlete to contact a prospective student-athlete during the recruiting dead period through May 31?

Answer: It is permissible for a current student-athlete to engage in recruiting correspondence with a committed prospective student-athlete (signed a National Letter of Intent or the institution's written offer of admission and/or financial aid or the institution has received his or her financial deposit in response to its offer of admission) at the direction of a coaching staff member.
It is also permissible for a current student-athlete to engage in recruiting correspondence at the direction of a coaching staff member during the dead period in place through at least May 31, with the following uncommitted prospective student-athletes (has not signed a National Letter of Intent or the institution's written offer of admission and/or financial aid, or the institution has received his or her financial deposit in response to its offer of admission):

(1) high school prospective student-athletes graduating in spring/summer 2020;
(2) two-year college prospective student-athletes transferring for the fall 2020 term; and
(3) four-year college transfers who have been granted permission to contact.

Recruiting correspondence between a current student-athlete and an uncommitted prospective student-athlete must be private. This restriction does not apply if the prospective student-athlete has committed to the institution.
It is impermissible for a current student-athlete to engage in recruiting correspondence with any other prospective student-athlete.

Question: Is it permissible for a coaching staff member to hold a virtual speaking engagement (e.g., Zoom, Skype, Twitter) with high school-aged students during the recruiting dead period through May 31?
Answer: No. It is not permissible for a coach to serve as a speaker during a meeting with high school student-athletes during a dead period even if the contact is not for the purpose of recruitment [See Bylaw 13.1.8 (Banquets, Meetings and NCAA Promotional Activities)].

NCAA DIVISION III
Question: May a prospective student-athlete join a virtual team meeting?
Answer: Yes. The Division III Management Council Subcommittee for Legislative Relief issued a blanket waiver (April 2, 2020) that permits a coach or athletics department to conduct a recruiting event or visit virtually, provided the event would be permissible if done in person. Since a prospective student-athlete may attend a team meeting when visiting a member's campus, it is permissible for the prospective student-athlete to join a virtual team meeting conducted by the coach. However, a prospective studentathlete may not attend multiple team meetings beyond this singular event as they are not yet enrolled student-athletes.

Answer: No. A coach may not conduct group conversations with prospective student-athletes (e.g., Zoom, Skype, FaceTime) because group conversations are not private between the sender and recipient. Further, recruiting activities like telephone or video calls, may be conducted only by a head or assistant coach who counts towards the institution's coaching limitations; therefore, institutional staff members not permitted to make telephone calls to a prospective student-athlete are not permitted to participate in a video call.

NCAA DIVISION I
Question: Does an institution's coach creating and sending a prospective student-athlete a link for a video call (e.g., Zoom, GoToMeeting) constitute the institution initiating the video call?
Answer: Yes.

NCAA DIVISION I
Question: Who may initiate or participate on a video call with a prospective studentathlete?

Answer: The following individuals may initiate and/or participate on a video call with a prospective student-athlete:

(1) Countable Coaches (head or assistant coaches that count towards the numerical limit in each sport)

(2) Before commitment, the following institutional staff members may make telephone calls to a prospective student-athlete, as specified:

a. Chancellor/president/faculty athletics representative/director of athletics/senior woman administrator (may not initiate a call; may participate on a call; subject to any applicable limitations on the number of telephone calls that an institution may place, may return a call);

b. Academic advisors (subject to any applicable limitations on the number of telephone calls that an institution may place, may initiate a call related to admissions or academic issues; may participate on a call); and

c. Compliance administrators (may initiate and participate on calls that relate only to compliance issues).

Lastly, any institutional staff member not designated as a permissible caller may neither make nor participate on a call initiated by the institution. A prospective student-athlete may initiate a call to any institutional staff member.

LATEST NEWS FROM NCAA
Effective immediately, the NCAA suspension of all in-person recruiting for D1 sports is extended through June 30th. In addition, coaches are still not allowed to meet face-to-face with a recruit off campus or do any in-person scouting. Furthermore, the NCAA encouraged all colleges to stop all official and unofficial visits. Lastly, recruiting will not stop completely; coaches and recruits can still communicate over email, phone, text and social media

Question: May an institution reimburse a prospective student-athlete for official visit expenses incurred if the official visit was canceled due to the COVID-19 outbreak?
Answer: Yes. The NCAA Division I Council Coordination Committee took action to allow prospective student-athlete to be reimbursed for a canceled visit due to the COVID-19 outbreak. Please note: Providing reimbursement does not count as the prospective student-athlete's official visit to the institution

NCAA DIVISION III
Question: Is it permissible for a coaching staff member to send workouts to a prospective student-athlete?
Answer: Yes. Consistent with the current application of Division III legislation, it is permissible for a prospective student-athlete to receive workouts from an institution's coaching staff member after the prospective student-athlete's paid-acceptance of the institution's written offer of admission and/or financial aid

Question: May a committed or uncommitted prospective student-athlete use video call software to observe a team position meeting in any sport?
Answer: No. NCAA Division I does not allow an enrolled student-athlete to participate in a telephone call with a prospective student-athlete at the direction of a coaching staff member. Therefore, a prospective student-athlete may not use audio or video call software to listen to or observe a team position meeting if that meeting is scheduled or arranged by the coaching staff. Further, NCAA Division I does not permit a committed or uncommitted prospective student-athlete to engage in meetings (e.g., review of playbook, chalk talk, film review).

NCAA DIVISION II
Question: Are institutions still required to request permission to contact before contacting a prospective student-athlete currently enrolled at another institution?
Answer: Yes.

Answer: Yes

Question: During the temporary COVID-19 recruiting dead period, may an institution's coach have off-campus contact with a prospective student-athlete who has committed to the institution per Bylaw 13.02.5.5.2?
Answer: Yes. A coaching staff member may have off-campus contact with a prospective studentathlete who has committed to the institution. While NCAA rules permit off-campus contact, institutions should follow all applicable governmental and public health guidance and/or directives that are issued.
