I heard that as of August 1 if you were 12u in the Spring you now play as 13u on 8/1. Is that correct ?

Depends on the organization. Triple Crown does not change until later. Everyone else changes on August 1.

However, most teams around here play TC up in the following year's age group to go ahead and get started since all other org's have changed.

That's not true, I got this from one of the TC Fall tournaments:

++++PLEASE REMEMBER THAT YOU WILL PLAY AT YOUR 2011 AGE GROUP FOR ALL OF OUR 2010 FALL EVENTS. FOR EXAMPLE IF YOU PLAYED 10 AND UNDER THIS PAST SPRING, THEN YOU WILL PLAY 11 AND UNDER THIS FALL 2010 SEASON++++

I think the confusion with TC might be that they tend to have a couple of "Last Chance" tournaments in the fall, where your team can play at last year's age one more time.

Then this is new this year because it has always been that way in the past. They probably got tired of the confusion.
