Can someone please tell me why PG and PBR are offering Grade Level Tournaments (Freshman, Sophomore, Junior) this Fall 2019 vs. Age Level (15U, 16U, 17U)?

Is there a reason for this? There are so many people confused with what level their ballplayer needs to play this year, all because of this change. Would love to hear what people think of this and what adjustments Coaches are making to rosters because of it?
