I don't see any mention of my son's school listed on this thread. What determines which school has a feeder program?

Also, if there is not a feeder program does that mean that middle schoolers can try out for the high schools JV and or Freshman team?

I'm not sure I follow. The OP inferred that her son's high school doesn't even have a feeder team. I don't see where there is any implication of a threat. As for charging to play, I can assure you there's no conflict of interest at Hillgrove as every penny is documented and accounted for. Cobb County School District doesn't come anywhere close to covering all the expense of fielding a varsity baseball team, much less JV or feeder teams.

I think the short answer is the high school's varsity head coach.
I can speak specifically to Hillgrove High School and head coach Dave Richardson who places a high value on the feeder team there. In Cobb county I believe the coaches are given almost complete autonomy over how they handle "extras" of this nature (camps, feeder teams, fund raisers, etc.)and with that the commitment that comes with it. To do it right, it takes a lot of time and effort - additional quality staff, additional wear on the field (which should be a significant concern if they are taking proper care of it), additional scheduling and administrative effort. Richardson virtually lives at the field when the GHSA does not mandate that he not.
What it means if the school does not have a feeder team could be anything. I would extend the benefit of the doubt and assume the coach just does not have the resources to pull it off or believes the local parks and travel teams are doing an adequate job getting kids ready for high school ball. In some cases, they just don't care. In some cases they care too much (control freaks). As for trying out for the Freshman or JV teams, I don't know. There may be GHSA rules against it (which I doubt). In any case, I would encourage you to send the varsity head coach an email and succinctly (those guys are unbelievably busy) ask him. Fall is the time to ask that. Believe me, it's in their best interest as well as your sons.
