 Thoughts on bracket play after pool play in USSSA

Is it ok to punish teams who don't do good in pool play for whatever reason or punish teams who have a pool full of top caliber teams for a tourney like the Super NIT or any other tourney? I ask because it makes no sense to me for usssa to take only the top couple of teams out of each pool and put them into the championship bracket but still allow the other teams to play a meaningless bottom bracket in this tourney. Keep in mind between the two brackets your still playing the same amount of games as you would if they had 1 bracket. Now I know the BIG teams probably don't care but how would you feel if your pool was as follows Gamer, OTC, Yardogs, and another top team and only the two top teams get to play for a championship while the other two just play a single elimination bracket for nothing? Any of those teams could win the whole thing. Thoughts please
