The coach decides the team classification when he registers the team, however performance will dictate whether they stay at that class all season or move up - if the team is winning but the games are competitive, they are probably right where they should be - if they are blowing out every opponent they play on a regular basis - honestly, where is the fun in that for either team? When this happens, expect to get re-classed, but it's still the directors discretion - there is no set rule like Nations has, in which players previous playing experience dictates the team class, and then the manager can appeal to the director to move down.
Just remember classification means nothing more than which tournaments you can participate in for tournaments not set up as open class tournaments.
Besides, a strong AA team can compete with AAA, a strong AAA with Majors and so on..

On a regular basis. Go out and win a few AA tournaments by a big margin and expect to get re-classed fairly quickly.
Getting re-classed mid season (spring or fall) happens regularly - prevents teams from sandbagging and building up a bunch of points. |
