If a player’s birth date is 5/2/1996 is he a 14U or 15U player this year? I thought the cut-off is May 31.

USSSA.com has an age calculator. Enter the player's birthday and it tells you what age you should play.

Oldschooldad is right. Whatever age you are on April 30th is the age you play. So if you turn 15 on May 1st, you may play as a 14 year old since you were 14 on April 30th. Nothing to stop you from playing up as a 15 year old though.
